Job Description
On behalf of our partner, a fast-growing ICT organization in Qatar, we are seeking a seasoned HR Lead to establish, structure, and scale the HR function during a critical phase of expansion. This strategic role reports directly to the Regional HR Director and focuses on building the HR infrastructure, executing recruitment aligned with headcount targets, and ensuring full compliance with local regulations during rapid workforce growth. The successful candidate will play a key role in shaping the People function while supporting business expansion in a high-growth environment.
Key Responsibilities
- Develop and execute the recruitment plan in line with the approved headcount strategy, managing external recruiters and job descriptions
- Lead end-to-end hiring processes including candidate shortlisting, interviews, assessments, and offer management
- Ensure full compliance with Qatar Labor Law, WPS requirements, visa regulations, and work permit procedures
- Coordinate with PRO / EoR vendors and relevant authorities, managing employment documentation and regulatory processes
- Collaborate with Finance and Legal on employment contracts, payroll structures, and benefits aligned with local market standards
- Develop and implement local HR policies aligned with Regional and Group standards as well as Qatar's regulatory framework
- Serve as the primary point of contact for employee relations and conflict resolution
- Oversee onboarding programs and support performance management initiatives
- Foster a structured, compliant, and performance-driven organizational culture during the scaling phase
Candidate Profile
We are seeking an experienced HR professional with strong knowledge of Qatar's employment landscape, mandatory exposure to the ICT / telecommunications sector, and essential experience in joint-venture environments. The ideal candidate combines regulatory expertise, operational excellence, and strategic capability, with the ability to build HR infrastructure from the ground up while supporting a growing organization.
Required Experience & Expertise
- Minimum 5 years of HR experience in Qatar, with demonstrated expertise in local labor law and HR administration
- Mandatory experience in joint-venture environments, including managing HR operations across multiple stakeholder structures and complex governance models
- Strong knowledge of Qatar Labor Law, WPS requirements, visa regulations, and employment compliance
- Proven experience supporting fast-growth environments or organizational expansion
- Solid expertise in full-cycle recruitment and workforce planning
- Experience coordinating with PRO / EoR vendors, government entities, and cross-functional teams
- Fluency in Arabic (written and spoken) – mandatory requirement
- Familiarity with international HR best practices and regional governance standards
